Deterrence – 1. The act or a means of deterring. 2. Measures taken by a state or an alliance of states to prevent hostile action by another state or group.
That is the plain vanilla definition, but I suggest you go over to Eject! Eject! Eject! and read his article on deterrence for a discussion of the real issues as it relates to the post 9-11 world. I especially suggest that you read it if you are: 1. a Kerry supporter, or 2. Don’t think there is really any difference in who is the next president.
